What does confidence mean?

High means a more distinctive public signal was found. Medium indicates a recognizable but less conclusive path or resource. These are evidence labels, not statistical probabilities.

Why can’t a website be scanned?

It may disallow this bot in robots.txt, block automated access, return a verification challenge, use an unsupported address, or exceed size and time limits.
